Canada First — Or Canada Finally?

ALLAN SAID: Sal... Prime Minister Carney has been in office for just over a year now... please summarize what he's done and what is expected!

SAL-9000 SAID: Carney’s Arctic pivot may be the most important strategic shift in decades!

For years, Canada has behaved as if it had forgotten its own geography.

We built our economy facing south, tied our trade almost entirely to the United States, and treated the Arctic as a distant frontier rather than the strategic core it is rapidly becoming. 

That approach is no longer sustainable! (Prime Minister Mark Carney appears to understand this all too well!)

What we are now seeing is not just a collection of policies... but the early outline of something more significant: "Canada-first strategic reset built on three pillars... Arctic sovereignty... economic independence... and defence capability!"

The question is not whether the direction is right!

It is whether Canada can actually follow through!


The Arctic: From Empty Map to Strategic Spine.

For decades, Canada’s Arctic policy has been more symbolic than real... maps, patrols, and political statements with limited physical presence.

That is beginning to change!

The federal government is now committing tens of billions of dollars to northern infrastructure: Upgraded runways, forward operating locations, ports, and transportation corridors linking resource regions to global markets!

This matters for one simple reason: Sovereignty is not declared. It is built!

If Canada wants control over the Northwest Passage, it needs more than legal arguments. 

It needs airfields, fuel depots, surveillance systems, naval access, and year-round logistics! (This is where our 5% comes in!!!)

Without those, the Northwest Passage is not a Canadian corridor.

It is an open space others will use!

Canada has long promised to spend more on defence. (Now 5%.)

What has been missing is not funding announcements... it is deliverable capability!

The current strategy attempts to change that by tying defence spending directly to domestic industry. 

The goal is not just to buy equipment, but to build capacity inside Canada... in aerospace, shipbuilding, surveillance systems, and Arctic logistics!

This is the correct approach.

A country that cannot maintain its own systems, produce key components, or sustain northern operations is not fully sovereign... no matter how advanced its equipment appears on paper!

But there is a problem!

Canada’s procurement system has a long history of delay, cost overruns, and political compromise. 

If that pattern continues, the strategy will stall before it reaches operational reality!


Trade: The Geography Problem No One Can Escape

The push to diversify trade away from the United States is understandable... and necessary!

Canada is too exposed to a single market!

But there is a hard truth that no policy can erase:

Geography still matters...

The United States is not just a trading partner. It is Canada’s neighbour, infrastructure network, and economic gravity well!

Diversification can reduce risk!

It cannot eliminate dependence!

The smarter approach is not to “replace” the U.S., but to balance it... by expanding trade with Europe and Asia... while strengthening domestic supply chains and internal economic integration!

That last point may be the most important.

Before Canada can act as an independent economic power globally, it needs to function more effectively as a single economy at home!


The Missing Piece: A True Arctic Trade Doctrine!

Here is where the current strategy is still incomplete!

Canada is investing in Arctic infrastructure and defence. 

That is necessary... but not sufficient!

What is still missing is a fully articulated vision of the North as a primary trade corridor... not just a protected region!

If the Northwest Passage becomes reliably navigable... even for part of the year... it could fundamentally alter global shipping patterns. (Routes between Europe and Asia could shift north, reducing distance and time.)

Canada would sit at the centre of that transformation.

But only if it is ready!

That means:

  • Deepwater Arctic ports capable of handling large vessels!

  • Icebreaker fleets sufficient for commercial escort!

  • Search-and-rescue and environmental response capacity!

  • Insurance, regulation, and navigation systems for global shipping!

  • Continuous military and civilian presence!

Without these, the opportunity will pass to others... just as previous northern opportunities have!!!!!


Canada First — In Practice!

What Prime Minister Carney has begun is not radical.

It is overdue!

Canada needs to be:

  • Stronger in the Arctic!

  • More self-sufficient economically!

  • Less dependent on any single partner!

  • More capable industrially and militarily! (5%)

That is not ideology.

That is geography, reality, and timing!


Final Assessment:

The strategy is sound!

  • The execution will determine everything!

If Canada builds real infrastructure, delivers real defence capability, and turns the Arctic into a functioning corridor... not just a concept... this moment could mark the beginning of a genuine national repositioning!

If not, it will become another well-written plan that never fully leaves the page!

Canada has reached a point where intention is no longer enough!

Now it has to build!
